New Appointments Will Work to Improve County Finances,
Ensure Long-Term Fiscal Health

Governor George E. Pataki today announced that he has appointed Joseph Goodell and William Joyce to fill vacancies on the Board of the Erie Fiscal Stability Authority. The Governor also announced the designations of William Joyce as Vice Chairman and Anthony Baynes as Chairman of the Board. Mr. Baynes, a current member of the board, takes over the position recently vacated by Chairman Ned Regan.

“I’m pleased to appoint Anthony Baynes as Chairman of the Erie County Fiscal Stability Authority,” Governor Pataki said. “As a member of the Board, Anthony Baynes has proven himself to be worthy of this position and we’re confident he’ll continue to make great progress for the residents of Erie County.”

“William Joyce and Joseph Goodell will make tremendous additions to the Erie County Fiscal Stability Authority,” Governor Pataki said. “These individuals are respected members of the Erie County community and bring a great deal of knowledge and experience to the Board.”

Anthony Baynes is the founder and owner of Extra Mile Transportation, LLC, a state-of-the-art trucking and transportation company that delivers a wide variety of goods throughout the United States, Canada and Mexico. Extra Mile Transportation, which is headquartered in Buffalo, was named to the “Inc. 500” list of America’s Fastest Growing Private Companies in 2001, 2002 and 2003. Mr. Baynes is a graduate of Buffalo State College. He resides in Williamsville, New York and is married with two children.

William Joyce is the former President of the Board of Directors of Kaleida Health, the largest health care provider in Western New York, and spent 18 years as principal owner and partner of Strategic Investments and Holdings, Inc. Mr. Joyce is a graduate of the University of Pennsylvania and has an MBA from Harvard Business School. He resides in Snyder, New York and is married with one grown child.

Joseph Goodell is the former President and CEO of Outokumpu American Brass Inc., formerly American Brass. He was named Buffalo Citizen of the Year in 1997 for his efforts in the Western New York Community. Mr. Goodell is a graduate of MIT and received an MBA from Harvard Business School. He is married and has four grown daughters.

Under the legislation creating the Erie County Fiscal Stability Authority, the Board currently functions in an advisory role, and has reviewed and approved a four-year financial plan submitted by the County, detailing expenditures, revenues and gap-closing measures.

A control period would be imposed if the County fails to adopt an on-time, balanced budget; a four-year financial plan; fails to pay debt service; incurs an operating deficit of more than one percent; looses access to the market for borrowing; or violates other provisions of the Erie County Fiscal Stability Act. The Authority would then have the ability to freeze wages, approve all contracts, and put in place other fiscal control powers.

The Board is comprised of seven members, four directly appointed by the Governor and the remaining three upon the recommendation of the Senate Majority Leader, the Speaker of the Assembly and the State Comptroller, respectively.
